What is Lifeline and Link Up ?
AT&T formally Cellular One is pleased to offer Lifeline service in Virginia. Lifeline is a government assistance program that offers qualified, low-income customers a discount on their monthly wireless phone bill. Lifeline assistance is only available to qualified, low-income customers in limited geographic areas. Lifeline assistance is only available for one wireless phone per household. Data services, Text Messaging, other enhanced services or features, international long distance and access to “900” numbers are not available to Lifeline customers. Other restrictions may apply.

Link Up helps households pay the activation fee for cellular service. This program pays 50% of the activation fee or a minimum one-time activation charge of $15.00.

If you qualify for Lifeline assistance, you can receive cellular service for only $1 per month. If you qualify for Lifeline, you also qualify for Link Up. Read on for eligibility requirements!

How do I know if I am eligible?

You may qualify for Lifeline if you participate in any of the following programs:

  • Medicaid
  • Food Stamps

Eligibility is reviewed periodically. Your benefits will be discontinued if proof of eligibility is not received or when you no longer meet eligibility requirements.

What do I pay for Lifeline ?
$1 for 300 anytime minutes per month in your Home Calling Area!

Voicemail: $10 Set up fee required
Caller ID/Call Waiting/3-Way Calling: $10 Set up fee includes all calling features.

Long Distance to locations outside Home Calling Area 5¢ per minute
Additional Airtime Minutes 35¢ per minute
Roaming Outside Home Calling Area 35¢ per minute
(Plus any applicable Long Distance charges)
411 Directory Assistance $1.50 per listing
Phone Protection $4.99 per month
One Time Activation Fee* $15.00

AT&T formally Cellular One approved phone is required for the Lifeline rate plan. Airtime is billed in one-minute increments and from the time you push SEND to END. Roaming, overages, taxes, surcharges and other terms and conditions may apply. Incoming calls may be subject to roaming charges when outside the Home Calling Area. You may terminate your new Lifeline phone service for any reason within 14 days of activation. You will be responsible for all applicable fees, pro-rated access charges, taxes, roaming or other charges that accrued to your account during that time. If you terminate Lifeline phone service during the 14-day trial period, you must also return any wireless equipment obtained from us in connection with the agreement being terminated. You must return the equipment in new condition in the original box with all packing materials, intact with all components (phone, charger, battery, instructions, warranty information, etc.) All equipment returns must be accompanied by the original receipt and will only be granted to the actual purchaser whose name is on the receipt. It is your responsibility to delete any personal information such as telephone numbers you may have entered into your address book prior to returning the handset. Terms and Conditions may apply. Are there any resctrictions ?
The Lifeline customer must reside in an area where AT&T formally Cellular One has been designated as an Eligible Telecommunications Carrier (“ETC”). You are not eligible for Lifeline service unless your principal residence address in within one of our ETC-designated areas. The name on your phone bill must match the name of the participant who is eligible for Lifeline. Only one Lifeline account is available per household.
